Changes Hawaii Revised Statutes Section 132D-8.6(b) to make fireworks inspections discretionary for county fire departments rather than mandatory ("may inspect" instead of "shall be allowed to").

Requires the sheriff division's specialized canine unit to assist fire departments with any fireworks or pyrotechnic article inspections performed on incoming shipments.

Applies to shipments of fireworks or articles pyrotechnic that land in a county and fall under that county fire department's jurisdiction.

Takes effect upon approval.
