• Prohibits public establishments from denying shelter to any person inside or in the immediate vicinity during emergency alerts advising people to seek shelter, such as missile warnings.

• Requires the State to financially compensate public establishment owners for documented property damage caused by persons who sought emergency shelter at their facilities.

• Provides civil liability protection to public establishments and their employees from lawsuits arising from emergency shelter provision, except in cases of willful misconduct, gross negligence, or recklessness.

• Clarifies that private property owners providing emergency access to land, shelter, or subsistence during disasters remain exempt from civil liability even if they receive payment for services or incidental commodities, unless they increase prices on those items during the disaster.

• Designates the Department of the Attorney General to investigate complaints of public establishments denying emergency shelter.
