Establishes the Agricultural Housing Task Force within the office of planning to study existing county and state laws, rules, and processes for constructing on-farm workforce housing units within agricultural districts.

Task force shall identify barriers in current laws and regulations that prohibit safe and affordable on-farm workforce housing for farmworkers, including mobile units for temporary and seasonal workers.

Task force composition includes the director of office of planning (chairperson), board of agriculture chairperson, department of health deputy director, land use commission chairperson, representatives from each county's zoning and planning departments, and representatives from Hawaii Farm Bureau, Hawaii Farmers Union United, and a public interest housing organization.

Task force must submit preliminary report to legislature by twenty days before 2021 regular session, draft public guide by twenty days before 2022 regular session, and final report with recommendations and proposed legislation by twenty days before 2025 regular session.

Task force dissolves June 30, 2025, and the office of planning shall provide administrative and clerical support.
