Repeals the $10 per day allowance for legislators conducting official business on their home island during legislative recesses lasting more than three days.

Establishes a new allowance structure for legislators required to stay overnight away from their home island within Hawaii during recesses or interim official legislative business.

Sets the new allowance rate jointly by the Senate President and House Speaker to cover board, lodging, and incidental expenses but not travel expenses.

Requires the allowance to not exceed the maximum allowance for similar expenses paid to federal or state public officers and employees.

Takes effect upon approval.
