Amends Hawaii Revised Statutes Section 183C-6 to add a new subsection (f) defining when land use is considered imminently threatened by coastal erosion for emergency permit purposes.

Defines imminent threat as active erosion occurring within 40 feet or less of a land use or erosion that will threaten any structure in less than 6 months.

Applies specifically to emergency permits issued to alleviate emergency conditions caused by coastal erosion in conservation districts.

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that matured before enactment.
