Beginning July 1, 2022, persons using Na Ala Hele trails for commercial purposes and applicants for commercial use permits in state parks, small boat harbors, and ocean recreation management areas must hold a sustainable tourism certificate from the Hawaii Ecotourism Association, maintained annually.

Commercial permit applicants must achieve and maintain green business recognition through the Hawaii Green Business Program and ensure at least one-third of staff with direct visitor contact are certified as professional tour guides.

Requirements apply to common carrier certificates and contract carrier permits covering passenger transportation issued by the Public Utilities Commission.

University of Hawaii must update the professional tour guide certification curriculum and examination by June 30, 2020, and every ten years thereafter, subject to aha moku advisory committee approval.

Professional tour guide certifications expire June 30 of even-numbered years and require recertification every two years.
