Establishes the Manoa Valley Flood Mitigation Task Force within the Department of Land and Natural Resources to research and recommend solutions for mitigating flooding in Manoa Valley on Oahu.

Task force chair is the Board of Land and Natural Resources chairperson, with mandatory members including directors of transportation, the comptroller, UH Manoa chancellor, city and county engineers, and designated state legislators and city council member representing Manoa.

Invites representatives from the United States Army Corps of Engineers, Federal Emergency Management Agency's Flood Mitigation Assistance Grant Program, and other individuals deemed beneficial by the chairperson.

Members serve without compensation but receive reimbursed travel and necessary expenses; public officers receive no additional compensation beyond normal salary.

Task force must submit findings, recommendations, and proposed legislation to the legislature and Honolulu City Council no later than 20 days before the 2020 regular legislative session, and ceases to exist on June 30, 2020.
