Amends Section 183C-6 of Hawaii Revised Statutes regarding permits and site plan approvals for conservation districts.

Requires the Department of Land and Natural Resources to revoke a permit if the permit holder fails to make substantial progress toward implementing the permitted land use within one year of permit issuance.

Provides for automatic expiration of any conservation district use permit if the permit holder fails to use the land as permitted for one consecutive year at any time during the permit's duration.

Takes effect upon approval; does not affect rights, duties, or proceedings that began before the effective date.
