Amends Section 10-12 to require Office of Hawaiian Affairs officers to be hired without civil service restrictions, while making employees subject to chapters 76 and 89 (civil service and collective bargaining laws).

Establishes a Department of Civil Service for the Office of Hawaiian Affairs under Section 76-71, applying merit-based hiring practices to future employees.

Modifies Section 89-6 to increase governor's voting power from six to seven votes in collective bargaining negotiations and adds the Board of Trustees of the Office of Hawaiian Affairs as a voting participant with one vote.

Grants all existing Office of Hawaiian Affairs employees permanent civil service status without examination or loss of pay, seniority, leave credits, or accrued benefits.

Protects employees' current rights and benefits under chapters 78, 87A, and 88 during transition to collective bargaining units with no break in service.
