Adds board of trustees of the Office of Hawaiian Affairs as a new category (5) in the campaign expenditure limits under Hawaii Revised Statutes Section 11-423(d), with a limit of $1.40 multiplied by the number of registered voters in each voting district.

Reorganizes the existing expenditure limit categories, renumbering "all other offices" from category (5) to category (6) at 20 cents per registered voter.

Modifies Section 11-425 to include board of trustees candidates in the 10 percent public funding maximum (same as governor, lieutenant governor, and mayor candidates), replacing the previous $1,500 annual cap for Office of Hawaiian Affairs candidates.

Removes the former Section 11-425(c) which previously capped public funding for Office of Hawaiian Affairs candidates at $1,500 per election year.

Takes effect upon approval.
