Amends Section 11-115 of Hawaii Revised Statutes to add a reference to Section 13D-4 regarding ballot placement exceptions for Office of Hawaiian Affairs Board of Trustees candidates.

Modifies Section 13D-4 to require Board of Trustees candidates be grouped on ballots by residency requirement status, with names randomly ordered within each group to prevent ballot position bias.

Requires randomization of candidate names on individual ballots and rotation of names across precincts; if that method is not feasible, directs use of the most feasible method providing the greatest degree of randomization.

Directs the chief election officer to establish procedures implementing this Act for the election cycle beginning January 1, 2020.

Takes effect on January 28, 2081.
