Directs the Commission on Water Resource Management to conduct a statewide framework update of the Hawaii water plan to provide guidance for future water plan updates addressing emerging issues such as climate change.

Requires the update to include interagency meetings to identify information gaps, consultation with federal/state/county agencies, and incorporation of emerging issues including climate change, watershed protection, public trust uses, and drought planning.

Mandates extension of the planning horizon from twenty years to a longer time period and comprehensive review of existing planning elements for each component plan.

Requires the Commission to submit findings, recommendations, progress reports, and proposed legislation to the legislature no later than December 31, 2021.

Appropriates funds from general revenues for fiscal year 2020-2021 to the Department of Land and Natural Resources to implement this Act, effective December 31, 2050.
