Adds definition of "cooperative resource management" to Hawaii Revised Statutes Section 183D-1 as a process for managing public resources that involves stakeholders with interests in recreation, hunting, or gathering.

Requires the Department of Land and Natural Resources to manage state wildlife using cooperative resource management strategies that include traditional, recreational, or culturally dependent resource users and stakeholders.

Prohibits closure of existing game management areas, wildlife sanctuaries, or public hunting areas unless the department provides findings based on scientific data spanning at least one year and notifies the Game Management Advisory Commission prior to closure.

Takes effect on July 1, 2050.
