Requires the Department of Land and Natural Resources (DLNR) to perform a standardized fishing stock assessment prior to adopting any new rules regulating fishing.

Stock assessments must account for fish species in the affected area and be proportionate in duration to the adult life cycle of each species, including the developmental period from birth to sexual maturity.

Assessments must identify and assess species-specific habitats, including habitat-specific vital rates and species movement within and among habitats.

Requires all stock assessments to undergo thorough peer review prior to publication and consultation with native Hawaiian traditional and cultural gatherers and practitioners before any rule adoption.

Takes effect on July 1, 2050.
