• Appropriates funds for the Department of Commerce and Consumer Affairs Cable Television division (Program ID CCA102) for fiscal biennium July 1, 2019 through June 30, 2021, with 8.00 permanent full-time equivalent positions and $2,647,986 in special funds for each fiscal year.

• Establishes cable operator annual fees at 4.5 percent of income received from subscribers for cable services, payable to the department by February 1 each year.

• Authorizes the Director of Commerce and Consumer Affairs to decrease the annual fee by decision and order if the existing fee exceeds the amount necessary to cover administrative costs under chapter 440G.

• Sets criteria for calculating total assessments on cable operators based on the director's proposed budget, minus existing fund balances and anticipated revenues, with total assessments not to exceed legislative special fund ceilings.

• Takes effect July 1, 2030, except Section 4 (cable operator fees) takes effect January 1, 2020.
