Establishes the operating budget for the fiscal biennium beginning July 1, 2019, and ending June 30, 2021, for programs under the House Committee on Intrastate Commerce.

Appropriates funds for the Department of Commerce and Consumer Affairs (DCCA) Insurance Regulatory Services program (CCA106) with 95.00 permanent full-time equivalent positions and 1.00 temporary position for each fiscal year.

Allocates $18,443,214 from special funds (B), $200,000 from trust funds (T), and $250,000 from other federal funds (P) annually for insurance regulatory operations.

Authorizes the Governor to correct manifest clerical, typographical, or other mechanical errors found in the Act.

Becomes effective on July 1, 2030.
