Requires the Department of Human Services to establish, construct, and operate transitional shelters with micro units beneath the Nimitz Viaduct on Oahu and other appropriate areas including viaducts along Interstate H-1 or H-2.

Exempts procurements for this Act from Hawaii Revised Statutes chapters 103D and 103F (public procurement and procurement review laws).

Requires the Department of Human Services to submit a report on the transitional shelter establishment to the Legislature no later than twenty days before the 2020 regular session convenes.

Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 for establishment, construction, and operation of the transitional shelters, with expenditures managed by the Hawaii Housing and Finance Development Corporation.

Takes effect on July 1, 2019.
