Requires the Department of Human Services and Department of Health to disburse grant-in-aid funds to recipient organizations within 90 days of the effective date of the legislation awarding the grant.

Allows the Department of Human Services and Department of Health to disburse the total amount appropriated prior to contract execution, removing the prior limitation that only one-fourth could be disbursed before contract signing.

Addresses delays in grant disbursement that harm organizations providing health and human services to low-income, homeless, and vulnerable populations.

Adds a new section §42F to Hawaii Revised Statutes establishing the 90-day disbursement requirement and amends §42F-104 to modify contract disbursement procedures.

Takes effect July 1, 2019.
