Requires the Department of Land and Natural Resources to adopt rules by July 1, 2020 regulating commercial ocean operators that take customers into state waters for snorkeling, scuba diving, kayaking, and surfing lessons.

Mandates each tour group or excursion include one individual certified as a rescue diver or lifeguard by a nationally recognized organization, unless the vessel is U.S. Coast Guard inspected with at least one crew member certified in CPR, AED use, and basic first aid.

Requires all vessels used for commercial customer transportation to carry backboards, emergency oxygen, and automated external defibrillators as onboard safety equipment.

Directs the Department to submit a preliminary report to the legislature no later than twenty days before the 2020 regular session and a final report no later than twenty days before the 2021 regular session.

Takes effect July 1, 2050.
