Appropriates $29,808 for fiscal year 2019-2020 and $59,616 for fiscal year 2020-2021 to fund one full-time temporary Program Specialist V position to support the Marine 30x30 Initiative.

Appropriates $83,900 for fiscal year 2019-2020 and $167,800 for fiscal year 2020-2021 for strategic communication and stakeholder engagement activities related to the Marine 30x30 Initiative.

Supports Hawaii's commitment to effectively manage 30% of the state's nearshore waters by 2030 through ecosystem protection and restoration efforts led by the Department of Land and Natural Resources.

Establishes funding for a comprehensive stakeholder engagement process including statewide public hearings and scoping workshops in communities where marine managed areas are proposed.

Takes effect on July 1, 2019.
