Adds a new section to Hawaii Revised Statutes Chapter 134 to protect shooting range operators and users from civil liability and criminal prosecution related to noise or noise pollution from ranges in compliance with applicable laws or ordinances established after the range's initial construction or operation.

Prohibits nuisance actions and court injunctions against shooting ranges based on noise or noise pollution if the range complies with noise control laws or ordinances that existed on or before the range's initial construction or operation date.

Exempts shooting ranges from state department rules limiting noise decibel levels in the outdoor atmosphere.

Protects property owners adjacent to permanently located shooting ranges from pursuing nuisance actions to restrain or enjoin range operations where there has been no substantial change in the nature of the range's use.

Allows shooting ranges lawfully operated at the time a new ordinance is enacted to continue operating despite nonconformance with new or amended ordinances, while preserving local government authority to regulate the location and construction of new shooting ranges.
