Establishes a deferred maintenance task force within the Office of the Governor to develop consistent criteria and standardized methodology for identifying and prioritizing deferred maintenance projects across state departments.

Identifies a $4.3 billion statewide deferred maintenance backlog among state departments according to the 2019-2021 executive biennium budget.

Task force shall develop alternative schedules and a recommended schedule for addressing the backlog, including proposed annual appropriations and financing mechanisms for deferred maintenance projects.

Task force membership consists of 12 members including the Administrative Director (chairperson), Comptroller, Director of Finance, University of Hawaii President, Hawaii Health Systems Corporation CEO, Superintendent of Education, and representatives from other state agencies, plus legislative and private sector appointees.

Task force must submit findings, recommendations, and proposed legislation to the legislature by October 31, 2020, and shall be dissolved on January 14, 2021.
