Freezes salaries for Hawaii's governor, lieutenant governor, state judges, and executive department heads at June 30, 2020 rates from July 1, 2020 through June 30, 2021, deferring scheduled commission salary increases.

Freezes legislative member salaries at June 30, 2020 rates from January 1, 2021 through June 30, 2021, deferring their scheduled January 1, 2021 raises.

Restores deferred salary increases on July 1, 2021 retroactively to the levels they would have reached without the delay, and allows future increases scheduled for July 1, 2022 through July 1, 2024 to proceed as recommended.

Applies the salary freeze to all state department heads and their deputies across 16 departments including health, education, labor, transportation, and public safety.

Cites unprecedented COVID-19 economic impacts including 35% unemployment, closure of nonessential businesses, and $225 million in reduced state revenue forecasts as justification for deferring salary increases.
