• Repeals the requirement for the state auditor to conduct annual reviews of rapid transportation authorities through December 31, 2031 (Section 23-14, HRS).

• Directs the state auditor to continue and complete the audit of the Honolulu Authority for Rapid Transportation authorized by Act 1, SSLH 2017, including analysis of construction management, internal controls, cost controls, and change orders.

• Appropriates unspecified general revenues for fiscal years 2019-2020 and 2020-2021 to fund the audit completion, with an interim report due before the 2020 regular session and final report due before the 2021 regular session.

• Requires the comptroller to withhold vendor contract reimbursements until the state auditor receives all requested documents pertaining to the reimbursement request from applicable parties.

• Repeals section 18 of Act 1, SSLH 2017, which authorized the appointment of four non-voting ex-officio members to the rapid transportation authority's board of directors.
