Appropriates $2,565,469 for fiscal year 2019-2020 and $1,772,998 for fiscal year 2020-2021 for the disability compensation division modernization project.

Appropriates $225,000 annually for fiscal years 2019-2020 and 2020-2021 for independent verification and validation of the disability compensation division modernization project.

Appropriates $2,000,000 for fiscal year 2019-2020 and $1,000,000 for fiscal year 2020-2021 for the unemployment insurance modernization project.

Appropriates funds for five permanent full-time positions: one disability compensation program specialist I ($35,299 FY2020 / $60,357 FY2021), one staff attorney for the appeals board ($42,500 FY2020 / $85,000 FY2021), one program specialist IV for the civil rights commission ($26,478 FY2020 / $52,956 FY2021), and one labor law enforcement specialist IV ($34,758 FY2020 / $59,236 FY2021).

Appropriates $3,000,000 for fiscal year 2020-2021 for neighbor island staffing and IT support for the unemployment insurance division, and converts 22 full-time positions from special funds to revolving funds using $3,052,624 annually from the boiler and elevator revolving fund.
