Increases Hawaii minimum wage to $12.00 per hour beginning January 1, 2020, and $15.00 per hour beginning January 1, 2023.

Establishes $17.00 per hour minimum wage for all full-time state employees effective upon the act's approval.

Creates income tax credit for qualified small businesses (50 or fewer employees) equal to 20 percent of the increase in total hourly wages paid, capped at $50,000 per taxable year.

Allows excess tax credits to carry forward to subsequent years until exhausted; tax credit applies to taxable years beginning after December 31, 2019, and expires after December 31, 2024.

Effective date is July 1, 2050.
