Establishes the Federal Furlough Loan Program administered by the Department of Budget and Finance to provide interest-free loans to federal workers affected by federal government shutdowns.

Eligible borrowers include federal employees who are either furloughed (not working) or excepted (working without pay) due to the shutdown.

Loans may only be used for current mortgage or rent payments, and borrowers must repay loans in full within a specified number of days of receiving retroactive pay.

Director of Finance may determine application forms, required documents, and disbursement methods without following standard administrative procedures.

Program terminates upon enactment of a federal appropriation bill to resume government operations, with an emergency appropriation provided for fiscal year 2018-2019.
