Amends the definition of "employer" in Hawaii Revised Statutes Chapter 388 to include the State and any political subdivision (counties) when a provision in Chapter 388 has no comparable provision in Chapter 78.

Removes the blanket exclusion of the State and counties from Chapter 388 employment protections, making them subject to wage payment requirements when Chapter 78 does not provide equivalent protections.

Increases accountability of state and county employers regarding timely payment of wages to their employees.

Does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.

Takes effect upon approval.
