Requires Hawaii's firearm permit issuing authorities to notify the Federal Bureau of Investigation's Terrorist Screening Center when processing gun permit applications.

Adds notification to the Terrorist Screening Center as a mandatory step in the background check process alongside existing checks using the International Justice and Public Safety Network, National Crime Information Center, and National Instant Criminal Background Check System.

Legislature finds that individuals on the Terrorist Screening Database pose a serious and potentially threatening risk to public safety, citing that watchlist members attempted to purchase firearms 2,233 times with a 91% success rate.

Takes effect upon approval.
