Increases the penalty for unlicensed sale of liquor from a misdemeanor (fine not more than $2,000 or imprisonment not more than one year) to a class C felony.

Retains existing misdemeanor penalties for unlicensed manufacture of liquor (fine not more than $2,000 or imprisonment not more than one year).

Establishes an affirmative defense for defendants who acted in good faith with reasonable belief that liquor sales were authorized under law.

Adds unlicensed sale of liquor to the definitions of "organized crime" and "racketeering activity" under Hawaii Revised Statutes Chapter 842.

Makes unlicensed sale of liquor a covered offense for which property is subject to forfeiture.
