HB 1219 Summary

• Establishes a framework for designating public lands as redevelopment districts to address dilapidated or obsolete commercial, industrial, resort, and hotel infrastructure.

• Creates a nine-member planning committee for each designated district to oversee redevelopment plans, lease negotiations, and infrastructure improvements, with a district administrator as chief executive officer.

• Designates the Waiakea peninsula on Hawaii island as the first redevelopment district and establishes a separate revolving fund receiving 50% of revenues from public lands in that district.

• Authorizes lease rental reductions or waivers up to 20 years for lessees who demolish existing improvements or provide basic infrastructure (drainage, sewer, water, electricity).

• Exempts construction costs for redevelopment projects from general excise and use taxes; effective July 1, 2050, contingent on the County of Hawaii repealing the Banyan Drive Hawaii redevelopment agency.
