Amends the definition of "dangerous to others" in Hawaii Revised Statutes Chapter 334 to include refusal to take psychiatric medication or participate in mental health treatment when such refusal makes it probable the person will cause, attempt to cause, or threaten substantial physical or emotional injury to another.

Amends the definition of "dangerous to self" to include refusal to take psychiatric medication or participate in mental health treatment when such refusal makes it probable the person will threaten or attempt suicide or serious bodily harm.

Adds "treatment for a mental illness" to the list of essential care needs under the "dangerous to self" definition to determine if a person is unable to care for themselves without supervision.

Allows law enforcement and hospital workers to intervene and temporarily take individuals into custody based on medication non-compliance or refusal of mental health treatment when danger to self or others is probable.

Takes effect on July 1, 2050.
