Expands motor vehicle registration application requirements to include driver's license number, phone number, emergency contacts, and address of residence in addition to existing information.

Authorizes counties to assess a $1,000 fine against the legal or registered owner of vehicles deemed abandoned, with fines deposited into the county's general fund.

Requires legal or registered owners to provide proof of up-to-date motor vehicle registration and insurance coverage before repossessing an abandoned vehicle, and requires payment of the abandonment fine.

Directs the Department of Transportation to implement a database by July 1, 2021 that links driver's license, motor vehicle registration, traffic citation, and motor vehicle control information.

Takes effect on July 1, 2050.
