Establishes a Makua Valley Task Force within the Department of Land and Natural Resources to prepare for the transition of the Makua Military Reservation from the United States Army upon expiration of General Lease No. S-3848 on August 16, 2029.

Task force composition includes the board of land and natural resources chairperson, an Office of Hawaiian Affairs trustee representative, and invited members from the legislature, evicted families, aha moku advisory committee, three non-profit organizations with Makua expertise, and native Hawaiian organizations.

Task force shall negotiate with the United States Army to facilitate expedient return of the valley, ensure cleanup of unexploded ordnance, and expand cultural access opportunities.

Directs the task force to plan for transferring Makua Military Reservation lands to the State to be held in public land trust and eventually transferred to a sovereign native Hawaiian entity upon its recognition by the United States and the State.

Task force shall submit status update and recommendations to the legislature no later than twenty days before the 2020 regular session and shall cease to exist six months after August 16, 2029.
