HB 1242 Summary

• Requires the Public Utilities Commission to contract with the Hawaii Natural Energy Institute to conduct an independent study on the availability, feasibility, and costs of renewable gas use by gas utility companies in Hawaii.

• Study must include examination of renewable gas quantity and costs, available feedstock and conversion technologies, current and potential incentives, greenhouse gas reduction potential, air quality improvements, regulatory barriers, and factors affecting consumer rates and system reliability.

• Requires the Public Utilities Commission to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2022 regular session.

• Appropriates funds from the Public Utilities Commission special fund for fiscal year 2020-2021 to conduct the study (amount left blank in bill text).

• Takes effect July 1, 2050.
