Requires the auditor to conduct a comprehensive performance audit of the Department of Public Safety, covering the office of the director, civil rights compliance office, personnel management office, fiscal office, and health care services division's mental health services.

Audit must review hiring, staffing, and supervisory policies including applicant/employee screening, conflicts of interest, favoritism, and employee morale.

Audit must examine handling of internal employee complaints and lawsuits, contracting and procurement practices including vendor screening and compliance with state and federal laws, and whether contracts were steered due to personal relationships.

Audit must assess the department's ability to provide necessary mental health services to inmates and pre-trial detainees, including steps to fill mental health staffing vacancies.

Appropriates $100,000 from general revenues for fiscal year 2019-2020 to conduct the audit, with auditor to submit report to legislature no later than twenty days before the 2020 regular session convening; effective July 1, 2019.
