Requires Hawaii's medicaid programs to provide coverage for ambulance services beginning January 1, 2020.

Allows medicaid programs to cover ambulance services where the ambulance was called and medical services rendered but the patient was not transported, limited to counties with populations of 200,000 or more.

Mandates that all accident and health insurance policies issued or renewed after January 1, 2020 provide coverage for ambulance services, including non-transport services in counties with populations of 200,000 or more.

Requires hospital and medical service plan contracts issued or renewed after January 1, 2020 to include ambulance service coverage under the same conditions as private insurance.

Appropriates $1,000,000 for fiscal year 2019-2020 and $1,000,000 for fiscal year 2020-2021 to the Department of Human Services to cover ambulance services under medicaid.
