Requires Hawaii's Medicaid programs to provide coverage for ambulance services beginning January 1, 2020.

Authorizes Medicaid to cover ambulance services when an ambulance is called and medical services are rendered but the patient is not transported, limited to counties with populations of 200,000 or more.

Mandates that all accident and health insurance policies issued or renewed after January 1, 2020 cover ambulance services, including non-transport scenarios in counties with 200,000+ population.

Requires hospital and medical service plan contracts issued or renewed after January 1, 2020 to provide ambulance service coverage under the same terms.

Appropriates general revenue funds to the Department of Human Services for fiscal years 2019-2020 and 2020-2021 to cover Medicaid ambulance service expenses.
