• Clarifies that evidence of an alleged parent's non-consent to an artificial insemination procedure may be considered as evidence relating to paternity in parentage cases.

• Adds a new subsection (7) to Hawaii Revised Statutes Section 584-12 explicitly allowing evidence of non-consent to artificial insemination as admissible evidence in paternity proceedings.

• Responds to Hawaii Supreme Court's October 4, 2018 decision in LC v. MG that held the Uniform Parentage Act precluded consideration of non-consent evidence in rebutting the marital presumption of parentage.

• Renumbers existing subsection (7) regarding "all other evidence relevant to the issue of paternity" to become subsection (8).
