Establishes graduate student assistants employed by the University of Hawaii as a new collective bargaining unit (Unit 15) under Hawaii's public employee collective bargaining law.

Grants the governor three votes, the University of Hawaii Board of Regents two votes, and the University of Hawaii president one vote for negotiating collective bargaining agreements with graduate student assistants.

Exempts graduate student assistants from the exclusion that normally prevents student help from collective bargaining coverage.

Includes graduate student assistants in the Hawaii Labor Relations Board's impasse resolution procedures, allowing them access to mediation and other remedies during bargaining deadlocks.

Effective date: January 1, 2051.
