Requires all state building construction using concrete to utilize post-industrial carbon dioxide mineralized concrete, a material created by injecting and mineralizing carbon dioxide during concrete mixing.

Exempts projects from this requirement if using carbon dioxide mineralized concrete would increase costs or delay construction completion.

Defines "post-industrial carbon dioxide mineralized concrete" as concrete that undergoes active carbonation treatment during mixing, chemically transforming carbon dioxide into mineral form embedded in the concrete.

Aligns with Hawaii Act 15 (Session Laws 2018) which establishes a statewide target of sequestering more atmospheric carbon and greenhouse gases than are emitted within the State.

Takes effect on January 1, 2050.
