HB 1291 Summary

• Requires express carriers, common carriers, contract carriers, and other persons transporting liquor from outside Hawaii to file monthly reports with each county liquor commission where delivery occurs, excluding deliveries to class 1 manufacturers or class 3 wholesale dealers.

• Reports must include the carrier's name, reporting period, consignor and consignee names and addresses, package weight, unique tracking number, and delivery date.

• County liquor commissions may share received reports with other departments or agencies and may request supporting documentation within thirty days.

• Carriers must preserve records containing report information for four years.

• Takes effect July 1, 2019.
