Requires contractors to use automatic verification software that tracks keystroke and mouse activity and captures screenshots at least every three minutes to verify billable hours.

Software must provide real-time or retroactive access to verification data for the government body and auditors, automated task cost status, and professional biographical information while protecting private or confidential data.

Contractors must store collected data for seven years, provide access to government agencies and auditors upon request, and cannot charge fees for software access or data retrieval.

Takes effect upon approval.
