• Establishes service credit toward retirement for military personnel ordered to active duty in Hawaii, counted as time in service while serving on active duty.

• Requires military personnel called to active duty be paid without delay from the date of deployment at the same rate as their active duty counterparts in the United States military.

• Entitles military personnel ordered to active duty to basic allowance for housing (BAH), subject to rules adopted by the governor.

• Applies requirements to army and air national guard enlisted personnel, Hawaii state defense force members, and navy officers and enlisted personnel.

• Takes effect July 1, 2019.
