• Prohibits selling event tickets for prices exceeding the printed price plus applicable taxes and reasonable service fees (capped at 400% of ticket price) when permitted by written contract with the primary ticket seller.

• Requires ticket sales for Hawaii events to begin no earlier than 8:00 a.m. Hawaiian standard time or when the primary seller begins sales, whichever is later.

• Mandates that websites selling tickets (other than primary sellers) disclose they are not the primary seller, provide full refunds if events are canceled or tickets not delivered, and clearly state that resale prices may exceed original value.

• Requires primary ticket sellers to disclose all applicable taxes and fees on the same page as ticket prices and publicly display the total number of available tickets.

• Makes circumventing online ticket purchase security measures or access controls through computer software a misdemeanor offense.
