H.B. 1303 Summary

• Adds definitions for "assault rifle" (semiautomatic rifle accepting detachable magazine with specified features like folding stock, flash suppressor, or pistol grip) and "assault shotgun" (semiautomatic shotgun with detachable magazine or revolving cylinder) to Hawaii Revised Statutes Section 134-1.

• Amends the definition of "assault pistol" by lowering the threshold from requiring two or more characteristics to one or more characteristics, expanding which semiautomatic pistols are prohibited.

• Prohibits manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of assault rifles, assault shotguns, and shotguns with revolving cylinders in Section 134-8(a).

• Expands the ban on detachable magazines with over 10-round capacity from pistols only to any firearm, while exempting magazines modified to 10 rounds or less that cannot be readily restored to higher capacity.

• Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
