• Establishes the "Promise to Our Keiki Program" within the Hawaii Tourism Authority to educate visitors about protecting Hawaii's endangered species, natural habitats, and cultural sites.

• Requires airlines to play public service announcement videos for passengers arriving in Hawaii covering endangered and endemic wildlife, resource conservation, ocean and hiking safety, and state law compliance.

• Mandates passengers on inbound airline flights sign a "Promise to Our Keiki Pledge" declaration form agreeing to preserve Hawaii's environment and comply with endangered species protection laws, with failure to sign subject to a fine up to $10,000.

• Requires airlines to provide two-sided laminated educational brochures about laws protecting Hawaii's endangered animals and penalties for violations, to be placed in airplane seatback pockets similar to safety cards.

• Takes effect January 1, 2020.
