Legalizes hemp in Hawaii to align with federal law under the 2018 Farm Bill, removing hemp from state marijuana definitions and allowing regulated hemp production including commercial operations and research.

Amends state law to define hemp as Cannabis sativa L. with delta-9 tetrahydrocannabinol concentration not exceeding 0.3% on a dry weight basis, and excludes hemp from marijuana definitions.

Authorizes the Department of Agriculture to monitor and regulate hemp production and requires the Board of Agriculture Chairperson to submit a state hemp production plan to the federal Secretary of Agriculture for approval.

Permits Industrial Hemp Pilot Project licensees to use hemp genetics from any state that meet federal hemp definitions, replacing previous restrictions on approved seed cultivars.

Requires reports to the Governor and Legislature on the status of federal plan approval and implementation, with an implementation report due 20 days before the 2020 legislative session.
