Extends appointment and senate consent time frames from 30 to 90 days for justices and judges across all court levels (Supreme Court, intermediate appellate court, circuit court, and district court).

Harmonizes district court judgeship appointment procedures to match those of higher courts by removing the mandatory public hearing requirement and making the default consent rule the same (automatic consent if senate fails to reject within 90 days).

Authorizes the Senate to approve or reject judicial retention petitions for subsequent terms, replacing the previous system where the judicial selection commission's retention decision was final without senate involvement.

Requires the judicial selection commission to issue retention recommendations within 90 days and transmit them to the Senate, which then has 90 days to vote on consent or rejection.

Changes the retention petition filing window from at least 6 months to between 12 and 9 months before a justice's or judge's term expires.
