Adds objectives and policies to the Hawaii State Plan for protecting and preserving the "lei of green," a system of historic public parks and recreational open spaces spanning from Diamond Head to Aloha Tower in Honolulu.

Defines "lei of green" to include Diamond Head State Monument, Kapiolani Regional Park, Ala Wai Golf Course, Ala Wai Canal, Fort DeRussy Beach Park, Ala Moana Regional Park, Kewalo Basin Park, Kakaako Waterfront Park, Thomas Square, and Irwin Memorial Park.

Establishes four planning objectives: protecting green public parks and recreational open spaces; expanding greenways and shoreline promenades; restoring and preserving intrinsic elements of the lei of green; and protecting these resources as an environmental legacy for future generations.

Directs the Office of Planning to implement lei of green policy in coordination with state and county departments to guide restoration, protection, and preservation of the anchor elements.

Requires the Office of Planning to submit a report with findings, recommendations, and proposed legislation to the legislature and governor no later than twenty days before the 2020 regular legislative session, including benchmarks for completing the lei of green.
